California has separate school guidance, literacy duties and operator restrictions
An optional model guides local policy. AB 2876 assigns commission review. AB 1159 limits covered operators’ AI training from January 1, 2027.

Key findings
The California Department of Education model is optional for local adoption. AB 2876 requires the Instructional Quality Commission to consider AI literacy in specified reviews. Those reviews cover curriculum frameworks and instructional materials.
AB 1159’s future K–12 provisions restrict defined operators’ use of covered student information. These documents differ in legal status, responsible actors, triggers and exceptions.
